If this Windows is Windows NT, you should probably start and stop the appropriate services: OracleStartINSTANCE, OracleServiceINSTANCE. (Verify, please, the correct names at your services in Windows NT configuration panel).
You can make it even in command line mode, see help on command 'net start' and 'net stop'.
