I reread your earlier post just now. it seems you wish to circumvent the dba tools supplied by Oracle as part of the DBMS product. That is to say an external call to svrmgrl or sqlplus is not acceptable. It *may* be possible, though I doubt it, but I really cannot see any possible circumstance in which this is desirable. It is of course trivially easy to script startup using the supplied tools for the job.

Your application will need a dba right? That person will be able to startup both your app and the database? Indeed they will be able to script that using cron or whatever. Why on earth is that not acceptable?
