External Procedures in Win98?

Is it possible to use external procedures in win98? I have been trying
unsuccessfully. In the Oracle on-line documentation it says:



The EXTPROC process spawned by the listener inherits the operating system
privileges of the listener...



Does the word "process" suggests that WinNT is required for Microsoft
systems?
