Diacritical characters in JA16SJIS database?

We have one database on codepage 932, one on 1252. They both need to have the same data (to be managed via middleware/3rd party applications). However, the 1252 codepage has diacritical characters like é, ñ, ú, etc.

Initial tests indicate that inserting these characters into our 932 database results in ?'s being displayed instead of the appropriate character, even if the client NLS_LANG is set to an appropriate character set.

From what I've been able to determine the JA16SJIS character set does not support these diacritical characters. Could someone confirm this for me?

What are the options for dealing with multiple languages across multiple instances using different character sets such as this?
