Problem while converting Oracle Forms code from Binary to Text

The version of Forms I am using is Forms 5.0 Oracle version is Oracle8i Enterprise Edition Release 8.1.6.0.0

While Iam trying to convert the .fmb file to .fmt format in the above mentioned version of developer the trigger code and any other PL/SQLs are not converted properly.

In the place of the PL/SQL code, I am getting something like below. <<"

Is there any settings to be done prior to this conversion. Please help.
