Your boss's test is only showing that if the procedure is called the correct predicate is returned. He has not proved that the procedure is being called at the right time.

Possibly the policy that used to connect the procedure to the relevant tables has been erased somehow. Check the view DBA_POLICIES (I think that sounds about right)
