Indeed it does. the 8.1.7 docs come on a seperate CD. The download is a full copy of 8istd. In fact our 8.1.7 instances are actually build from this download - the installation media we got for 8.1.7 was for enterprise!

Docs are available at http://tahiti.oracle.com and should be read before installing.
