The only thing that comes to mind is Oracle Lite, but that is indeed a very limited product and uses ODBC.
For the rest : an Oracle database on WinSux without GUI? That is a *really* good one, as WinSux is graphical from the lowest layer. Alternatives suggested
FileMaker Pro, Access, migrating to Linux (this version of Oracle doesn't use an onboard graphical product) and/or PostGresSQL, MySQL, or how all the other toy databases might be called. As to reduce Personal Oracle to install a batch file: If you or your customer are capable enough to install any Microsux Product, you can install Oracle.
Otherwise: I hope you are not serious.
