Developer 2000 connection to DB

I have installed Oracle personal 8.1.5 and developer 2000 release 2.1 on win98 I can connect to the database via sqlplus without any problems. I cannot connect to the database via developer,and have tried modifying the tnsnames.ora file to be the same as the connection to the DB. I have also tried to configure the connection for developer 2000 via the sql net easy configuration in the default win 95 home - without success.

I have the oracle database in orahome82 and developer in a separate default home.
I can connect to the database using other tools such as toad. I could really use some help to sort this connection from developer out.
