svrmgrl & tns-12560

Hello i've a windows 2000 server sp1 system with oracle 8.1.7 release 3 on the machine are 2 oracle instances
when i start svrmgrl i become following error tns-12560... when i to a connect internal/pass_at_htest it works ! from my clients i can connect too
oracle_sid , oracle_home and local ist set up correctly in the registry

any suggestion ?
