I am aware of 3 conditions that can cause this error

1.catexp not run as Sybrand suggests
2. Migrating from a 7.3 environment that uses replication
3. java vitual machine not build correctly

In case 2 you can ignore the error. In cases 1 and 3 you need to run the appropriate scripts as sysdba. If the internal password is lost it can be reset using the orapwd utility, (but i bet it is sitting around in some sql scripts somewhere).
