The only way I know to connect to an Oracle DB without any client software is using Jdbc and Java. The java driver is a type-4 driver that doesn't need any client software installed. You can found the JDBC driver in the $ORACLE_HOME/jdbc/lib directory. Of course, developing the application is up to you...
