Have you started the listener after starting the DB? I couldn't get my Win98 DB running until I ran "C:\Oracle\Ora81\BIN\LSNRCTL.EXE" and then in the DOS window that comes up I type 'start' and press enter. After that everything was fine. Well, there was a problem with finding out which tnsnames.ora it was using and getting all the entries I needed for work and local into it, but after that all was fine.
