On the 7.3.4 node a listener must be running, listening for the ORCL database
Configure listener.ora file and start the listener with lsnrctl, command start.

But first configure SQL*Net on the 8.1.6 node because error TNS-12154 means that the service name used in the database link can't be resolved in the SQL*Net configuration on that node. Remember that the database behaves like a client in SQL*Net terms when you use a database link.
