Since version 8.0 the SQLPLUS help facility has included data only for SQLPLUS and no longer includes help for SQL statements or pl/sql like it did in version 7. Under UNIX the install script should exist in the $ORACLE_HOME/bin directory as 'helpins' and is ran from the command line.

I will leave the OUI questions for others.
