On a UNIX system you can just shut down the database, make any backups required for contractual or legal reasons, and remove all db files. If you have the database set up to automatically start and stop with OS boots and shutdowns then you need to update the oratab file and/or your rc.d files.

The OUI should have an uninstall option, but I have never looked into the issue with it.

I am not sure about NT versions since you have to clean up the registry. I would look at the OUI documentation and in the Control Panel for an uninstall options like most software has. There are several NT DBA's one the board so one of them will hopefully post about it.
