Ora-12203 TNS: Connection to host not possible

I have a Windows 2000-Server with Oracle 8.16 installed. The Database is
running correct.



From the clients with Windows 2000 and Oracle 8.16 Client-Software i become
the message:


Ora-12203 TNS: Connection to host not possible.



All entries i made, i checked 10 times, are correct



Is there anything wrong with Name-Service, with Connection Time-Out?
