What's your Oracle Version? I am assuming 8i.

Make sure you are in the same groups as the who owns the Oracle Software on the Win2k machine. In Unix, you have to be a member of the same group as the Oracle Software owner and should be similar for Win2k. Make sure you did not load Oracle as Administrator.
