Running windows 2000 your only options are Oracle 8i (and maybe 8.0.6) There should be full client installs of these products available at technet. The 8i install is a large & v.slow download. It is also likely that the reason there is little or no mention of SQL*Net in relation to windows 2000 is because the network layer is now known as Net8. Anyways download the 8i client 8.1.7 is the latest and install. There will be a tool called Net8 Configuration assistant in the Oracle prgram group under network administration that you should run and enter the sqlnet connection info you have been sent.

If the app is an ODBC App it might also be worth downloading the 8.1.7.3 ODBC driver set for the 8.1.7 client as well.

I'd also contact the vendor to make sure that connection via an 8i client is supported for their application, it sounds like the installation instructions were written for 7.3 on Windows NT.
