At work we have enough Tx lines to start a phone company and will still have response time problems when dealing with Oracle.

It is not just downloads, I sometimes experience time-outs when attempting to use the links provided by Oracle on their current page. This behavior is somewhat sporadic but when it appears I have seen it last up to 45 minutes.

No pattern as to time of day either. I am in California, USA and have seen this happen from 10:00pm through 9:00am. After 9:00 the network people get cranky about 'their' bandwidth.

I suspect a heavy user load and/or system maintenance. Another possibility is that a system is down and you are being routed to a busy system.
