Hello!
Step by step advice in Designer documentation.

AFAIK...you must first of all build new repository in new database, after that import user extention, applications ...

Another way is export designer schemas and import into new database. I use this way for migration from Oracle 7.3.4 (Sequent) to Oracle 8.1.7 (Sun)
