Oracle 8.1.6 on Red Hat 7.1

When trying to install Oracle 8.1.6 on Red Hat 7.1, I get a consistent
series of 13 error messages regarding makefiles.
i.e. "Error invoking target install of makefile
/usr/oracle/sqlplus/lib/ins_sqlplus.mk"



I have created the appropriate groups and followed available
installation instructions.



Anyone have any suggestions?
