I had a similar problem with 64bit 8.1.6 on another platform. It was the \tmp directory that was running out of room as well as $ORACLE_HOME/bin.

The problem was with the linker. A couple of the executables got outrageousely large( over 1.5GB each).

Basically, I did a manual relink of everything and it worked.

You might check your file systems.
