Slightly more up to date information ...

Oracle9i is a BRAND that covers all of Oracle's technology. Thus you have

(old)
Oracle8i Database (around for a few years) Oracle8i Application Server (around late 1999 to October 2000)

(new)
Oracle9i Database (released last week)
Oracle9i Application Server
Oracle9i Developer Suite (all the old tools - developer, etc. plus some new ones)

The basic diffwerences between the 8i and 9i database are at http://technet.oracle.com/products/oracle9i/pdf/9i_new_features.pdf
