Sometimes i get the same error. I have Oracle 8.1.6 running on Windows 2000 Server and also OMS on Windows 2000 Server. Nearly every time i restart the computer i have to see that OMS is not started. Windows 2000 tries to start the OMS service but after a short time it gives up. It is possible to start OMS then manually but sometimes with an error.
