Tony, your question is very broad. The Oracle Performance and Tuning manual is full of queries you can run to monitor specific areas of the database and Oracle provides a base GUI tool, OEM, to manage and monitor the database with. The 8.1 version of Oracle includes the statspack which can be used to monitor internal performance. Several third party vendors, Platinum Software, Precise Software offer tools for monitoring the Oracle db. Some of these third party tools support paging on problem determination.

But what you need depends on what it is you really need to monitor and how much money you can afford to spend on the effort. You might want to be more specific about what you are looking for, say performance trends vs system crashes.
