Jinitiator plugin execute requires administator privileges ?

Hello,



I noticed that on Windows 2000 Jinitiator plugin execution requires
administrator privileges, it fails to load in browser for normal user (same
for Internet Explorer and Netscape Navigator).



Is it a normal behavior and if it is anybody knows some work around it ?
