TNS-12560 error

I am trying to install 8.1.5 on win98 and have tried every permutation of
database


connection using the net8 configuration options.
I have now reinstalled but can't get past tns-12560 protocol adaptor error.
would very much appreciate help and an idiot's guide to fix this problem.
