After numerious tests, I finally made it work.

There are two ways to do this.

Method1: Reinstall Oracle to a new $ORACLE_HOME, choose Spanish language

at the time of installation.

Method2: Copy known missing *.msb and *.msg files to original $ORALCE_HOME.

          There are many directories that contain mesg files. Here's what
          I found,

Note:  After consulting with Oracle Support, It is confirmed that sql command
       in languages other than English is not allowed.
