Then your advisor needs shooting, (or maybe a job as a consultant). Put bluntly I wouldn't even consider a thesis on Oracle as at all relevant to your subject. You could look (as Daniel suggested earlier) at the approaches taken by RDBMS vendors to enable statistical analysis in their RDBMS packages. I rather suspect however that you do much better by looking at the current problem areas in econometrics and picking one of those areas, either for new research or for a thorough review.
