I dont think the enterprise manager utilites are too bad however PL/SQL Developer from Allround Automations is good, giving you access to all objects
in the DB, as well as a good programming interface (does cost though). Apart
from that something like Ultraedit can be used to write SQl and PL/SQL programs with syntax highlighting.
