There are adjustable size-related parameters in your init<sid>.ora file.... However, 128Mb is not much memory for a PC running an Oracle instance and all the other 'PC' stuff as well..

Check the Admin docs for the parameters to adjust ( db_block_buffers, shared_pool_size, etc)
