Frank,

I'm no expert on Oracle Spatial, but I believe that it is licensed separately and you must be running Oracle EE, not SE. You'll have to contact your Oracle salesman to get a price quote though.

I do use SDE quite extensively and it is a pretty good product. I does have it's limitations though. For instance, you can not partition a table or take advantage of other "advanced" Oracle features. You can do this with Oracle Spatial though. But for the most part, you don't need these with SDE either. And all of ESRI's ARC tools plug right in to SDE without any problems.
