Oracle Apps - Web Application Server

We have Oracle apps 11.0.3. Middle tier is on NT, database (ver. 8.0.5.1) is on HP-9000 HPUX ver. 11. We have 2.7 gigs of memory on the NT middle tier, with 2 processors. It is running Web application server ver. 3.0.1.0.1. We have had up to 31 users sign on to apps thru this box.

The NT box's memory gets consumed linearly as more users sign on, until some point where all memory gets consumed, and it never releases. The NT box then starts having 'out of virtual memory errors' and users start having problems. We have a consultant that tells us it is because NT can't handle more than 20 users without problems.
