insufficient privilege with SYS DBA

here is the situation:

Windows NT4.0 Server SP6
login on NT as local adminintrator
install Oralce 81
logon Oracle DBA Studio with SYS DBA

try to assign SELECT SCOTT.EMP privilege to user BLAKE will get an error

message saying that insufficient privilege.

Here is what I tried also:

1) login DBA Studio as SYS with DBA
2) grant SCOTT with DBA role
3) login DBA Studio as SCOTT with DBA
4) grant object privilege SELECT on EMP to any existing or new user/
role, for
example , user BLAKE
5) get insufficient privilege error

P.S.
I can login as SYS with DBA to grant any roles/system privilege and object
privilege from most of the SYS tables without any error.

any help is very appreciated.
