HELP: cannot connect internal

Hello:
I installed the oracle 8i in my windows 2000 professional machine. I use the Universal Installer and choose 'typical' mode, but it didn't install any database for me. In c:\oracle\ora81\admin and c:\oracle\ora81\oradata, they have a sample folder, but doesn't work. After entering 'svrmgrl' in dos command, it can enter server manager mode, when I try to connect internal/oracle, it gave me "ORA-12560: TNS: protocol adapter error". I also read the "Oracle 8i administrator's guide", it shows one can use
"Database Configuration Assistant" to create a database, but I can only find
"DBA studio" under "Database Administration". Can I create a database when
there is no database in my computer?
