The answer (the question is the subject) was that the listener wasn't
running.



lsnrctl.exe has to be run after the DB is started. In the DOS window that
comes up you type in 'start' and that is that (besides making sure that ALL
the tnsnames.ora files have exactly the same entry for tcp-loopback).
