Oracle Form Builder Question?

I have form with some item lists/drop down boxes. What I'm trying to do is load the list with the data from a database. Is it possible to do this dynamically by just bringing up the form, or do the values have to be hardcoded.. I don't want to use a LOV with through. I'm using Oracle Developer 2000.. If anyone has some tips on doing this or some resources I could check out on figuring this out would be greatly appriceiated.. I'm a student by the way so I'm something of a newbie to Oracle..
