This is what we did in our company: 2 years ago we migrated (rewrote, actually) our application to Oracle. We took on one guy who had PL/SQL programming experience and basic DBA skills. Since installing a server is pretty rare, we also contracted a professional DBA to do the installations with us. We share the DBA admin, and only call on our external DBA when there is a major change to be carried out.

As we're a small company, the major thing is to concentrate on what we know, which is the business. It's simply not worth our while investing time and money training ourselves to a top level on Oracle DBA. The result is that it makes more sense to outsource the areas which really require experience to someone who does that for a living.

Basically, find a good DBA to do the installation, and make sure he/she will also show you how it's done so you can learn.
