adding datafile

I am using Oracle 7 on Windows 95 and am trying to add a datafile but I'm getting errors, any help ?
1 Alter
2 tablespace user_data add datafile 'orawin95\database\frft1.ora' 3* size 10M autoextend off
SQL> /
Alter
*
ERROR at line 1:

ORA-01119: error in creating database file 'orawin95\database\frft1.ora'
ORA-09200: sfccf: error creating file
OSD-04002: unable to open file (OS 3)
