According to what I found on metalink, the euro-symbol is only supported
in code pages 7 and 15, so you should use EL8ISO8859P7 or WE8ISO8859P15.
Note that not only the server but also the client needs support for the
euro-symbol.
Check metalink.oracle.com and search for euro symbol : there is a document (Note:68790.1) describing how to use the euro-symbol in an Oracle 7.3.4 database.
