Oracle is definitely not free.....

You can download fully functional Oracle software from Technet (http://technet.oracle.com) or you can order the CD pack for $200 if you do not want to download the software. But this software comes with a limited license which I suggest you read in its entirety.

For live production Oracle RDBMS software, you'll have to pay licensing fees.
