Hi,
There is a tool that do what you need:

It correctly creates text file in CSV or TAB, fixed lenths format.

If you perform migration task it will help you: Tool creates CREATE TABLE scripts, import/load scripts (control file for Oracle SQL Loader, import scripts for DB2 and others)

The tool has a lot of features you find useful
