How to change password upon expiration?

All,



I am using ORACLE8i and I need to implement the functionality to allow
users to change their passwords upon expiration of their passwords. I
wonder if the users themselves can do this.



It appears to me if a password is expired and only DBA can modify the
password. Is this true?
