listener hangs after large batch loads RDBMS v 8.1.6 on AIX 4.3.3

The listener hangs after large batch loads requiring stopping and
restarting the listener.  The loads appear to be creating thousands of
connections.  Is this a problem?  If so, what is the corrective
measure?  Is this a database config issue or application design issue?
What does the queuesize parameter in the listener.ora file provide?



All help will be appreciated.
