You probably need to download one of the 8.1.6 tools or databases from technet.oracle.com. They don't seem to post the client itself. There was at one time an ISV Developers Kit there with was basically a client that could be run stand-alone or via InstallShield, not sure if they ever updated it to 8.1.6 or not.
