ORA-01033: ORACLE initialization or shutdown in progress

Does anyone know what causes this error?  And what can be done to fix it.
I've checked the documentation and I have not found a solution.  If I try to
connect with DBA studio I get ORA-12154:  TNS:could not resolve serice name.
