Installing the LiveHTML and PL/SQL cartridges is no easy task. Your best bet is to get a copy of Oracle iAS 9i (which is Apache + jServe + PL/SQL and Oracle8i DBMS and Oracle Portal all in one). Just do the install. It works just fine.
