Oracle's Pro*C++ is what you're looking for. They aren't exactly C++ Classes for OCI, but they are C++ Classes for Oracle using Visual C++. Usually you install these as an option when you choose to do the "Oracle Programmer" piece of your install.

Be SURE to follow the section covering how to integrate Pro*C++ with the Windows Visual C++ environment.
