We're having exactly the same problem on an Oracle 8.1.6 installation on Solaris 2.7.

Immediately after starting the listener on the db server, we can connect to the database from the client machines. However, after approx 30 - 60 seconds, the db instance "registers" itself with the listener. (The message in the listener log is "service_register".) After that, attempts to connect to the database from client machines fail with 12545. We can still connect from sqlplus running on the db server machine.

Does anyone know what causes this problem?
